How do I make all the fonts (tool bars, message bodies, etc) in outlook
bigger... other than changing the screen resolution?

Just in outlook? I don't think you can. You can use larger fonts for
all menus and dialog boxes, however.
Right click on your desktop, click on Properties, click on Appearance
tab, then you can select a larger font for various window portions if
you like.
