Tiger and Cink in a "Hole-by-hole" playoff. What is that?

Depends on how you look at it.

Winners tend to view it as "Sudden Victory."

Ahh, yes - aka Sudden death.
I haven't heard "Sudden Victory," for a while. is it back, now called
"Hole-by-hole?" When will it end?

I think it was Curt Gowdy who first made that term well-known, back in the
early 70s. It really didn't catch on, as most regular folks still would use
the "sudden death" version. It may not be the best description, but it's the
one that has carried the day and worked its way into common usage.

Sudden death, as opposed to total strokes over X holes, like at the
2000 PGA.
