This kind of obscenity is fairly common on the tour. Some people
even play because they know the stands will help them.

A temporary immovable obstruction is something like grandstands, large
scoreboard, etc. They're not easily moved, in a practical sense, at the
moment, making them "immovable." But once the tournament is over, they will
be removed from the course until they're erected once again for next year's
tournament, making them "temporary."
Likewise, a television tower would be a "temporary immovable obstruction."
Can't move it....but it's temporary, as it will be removed completely in the
days immediately following the event.
