Which occurs here in the mid-Atlantic region during the summer time. Draco Getting even isn't good enough.

I'll bite. My guess is that in humid areas, this refers to passing a large teather over the surface of the green to break up any morning dew and make putting a little more true distance-wise. This is not a problem in Central Washington where I live, but, occurs regularly in the Seattle area.
