filling in a burrowing animal hole. It could be made by an embarrassed

False distinction; see below.

From the Definitions in the Rules of Golf of the USGA/R&A:

> 'Burrowing Animal
> A "burrowing animal" is an animal that makes a hole for habitation or shelter, such as a rabbit, mole, groundhog, gopher or salamander.'

Call it what you want; what's important is whether it makes a hole for
habitation or shelter.
