Extreme care should be taken this time of year when playing near or
filling in a burrowing animal hole. It could be made by an embarrassed
Republican and the guy might still be in there.

False distinction; see below.
From the Definitions in the Rules of Golf of the USGA/R&A:

Call it what you want; what's important is whether it makes a hole for
habitation or shelter.
