One of the local munis that I play allows early AM groups out on the
"back 10" instead of the back nine due to the layout of the course.

I'm wondering if I should post the 9H score based on holes 9-17 or
holes 10-18. Anyone had this topic mentioned in a USGA handicap
seminar (or elsewhere)?

Post the 10-18 score since that is the rated nine holes.

I don't know what the USGA would say for sure but that is what I'd do --
treat playing the 9th hole as practice before the round, just like hitting a
few balls on the range. (Actually there are more than a few courses I've
played that have practice holes that you can play before your tee time)

One more thing: I post a lot of combined 18-hole scores, using scores
from my 9-hole league matches. For a few weeks this season part of the
course was flooded, and we had to play holes 1-5 then 8-11. I never
used these scores for posting, because I didn't know how to figure out
the rating and slope.

If you could figure the rating and slope for holes 9-17, that may be
the more valid score to post. If not, you'd have to use the 10-18
score, but would it be valid with the one "practice" hole before
starting your 9-hole round? Or, you could just walk to the 10th tee,
wait for the rest of your group to get there, and play 10-18.
